I would start slow and ask how's she's doing and continue from there. Remember to read body language and how she reacts to you.
If you're complete strangers then definitely take it slow, don't go up and straight out ask for her number.
Just my 2 cents, as always take with a grain of salt and do what you want.
what is going to be different if she says no? You probably don't talk to her much anyway as it is; so just do it. you have nothing to lose
Go for it in the least awkward way possible so if she says no you can just be like "ohh ok" and move on. And then when you see her again it's not like you poured your heart out to her & got rejected you just simply asked. But have the attitude like "she will say yes" so you feel more confident.
Why not give it a try? You'll never know what life will bring you and maybe you may find yourself in a lovely relationship :)
Go on ask her out. You have nothing to lose. If you ask her it can be 50% successfull. If not 0% she will go out with you.

Ask her if she wants to hang out sometime, If she starts to react like she's going to reject you add on "as friends" if not say and she's into say "like a date". :)
You can cssually bring up if she's dating someone and take it from there.. Don't come on too strong
Sometimes you have to roll the dice.
If you feel that you know her well
enough, ask her out.
