Should you stare back at a guy who is staring at you?

Let's say he's staring at you for a long time without looking away. And he does this often too.
I usually look away first though.
Should I continue to stare at him until he looks away? Will that seem creepy? Or will he get that I am interested?

It's VERY often a sign that he's attracted to you. If you start looking at him a lot (not necessarily for a long time) he will begin to think you may like him. :) Some guys are shy so even if you both look at each other a lot, don't expect him to come to you first.
