Lip-biting, as a form of flirting, has been over-played by the film/media industry. I don't know or have seen any woman that has used lip-biting as a form of flirtation. I mostly see lip-biting when I see frustration and/or pain.

A couple of reasons could explain why girls bite their lip:
1. They believe that lip-biting is actually an effective form of flirtation (which consequently means that they're attracted to you and are trying to flirt with you).
2. You say things that annoy them to the extent that they have to bite their lip to stop them from saying anything that they'll regret later.
3. She's in pain. A lot of people bite their lips to stifle pain.

It means that you're attributing how girls coincidentally bite their lips around you to be meaning what you wish it meant- that they want to sexually ravish you. Which they don't.
