If it means "asking to meet up soon" why don't you ask straight? and what would you expect girls to respond?

Guys don't really don't try to disguise what they are saying. Typically if a guy says "hope to see you soon" it means they hope to see you soon. Girls are the more polite type. If a girl says it, it could mean anything. She could be trying to be nice but doesn't really want to see you again. As women we over think about everything. Men are generally straightforward unless they try to play the overthinker.

He isn't asking you, but he wants to meet up soon. He says it that way to see how you would respond... to see if you would be interested in meeting up with him. A response he is looking for would be:

Yeah, I would love to meet you
Sounds Good
Yeah, that would be fun!
Let's do it!
