What does mean when a guy says "I'm not dating anyone"?

What does mean when a guy says "I'm not dating anyone."? Does it mean he is not having any serious relationship but seeing (hanging out) with someone? Not dating but having sex?
Or he is not hanging out with anybody even seeing any females?

he's not with someonr serious at the moment. therefore he's free to talk to anyone or have any hangouts or sex who he wants if there's someone to do so. Meaning his single n doing single things

and enjoying his life.
and maybe he having sex... but not serious at all...( chances of this are less ).

It could mean all of those things but usually when a guy says it, it means that they are not in a serious relationship with anyone.
