it honestly depends on what the specifics are. say for instance, it's been proven that women are far and above, way more judgmental of other women than men are, they are also the ones that do the majority of the slut shaming and have been known to do far more hateful comments to other women online than men.
on the other hand when it comes to things like vehicles, games, and technical stuff men can be more judgmental.

Women because girls create your entire profile about who they think you are based on how you look right from the get go. They literally form an entire make believe life of your struggle in life and who you are as a person based on how you look in first 30 seconds of knowing you.

Since men are socialized to make the first move, it makes sense that they would be rejected and "judged" more.
I think judgemental-ness varies more on an individual level.

I'm with Wwwyzzerd. Women are definitley the dominant sex now. Men "technically" won't be needed anymore soon. Maybe even now.
Of course women would like to keep us around for companionship and what-not, but that's it.

Women by far. That's why my first move upon gaining self esteem was to blow off their judgments as the musings of fools. If you let them, they'll tear you down.
Hard to say. Smart people entering a relation should be judgmental. Insurance people, weather forecasters, and investors use the past to try to predict the future. You should too.

As long as you have not asked (if it's observations it is likely to be wrong) every single woman if they actively attract men to judge them and evaluate them on a fixed group of criteria.
It's as if I said "Every American has an urge to become fat." based on my "observation" at a mcdonalds.
While that may be true, problem is that you said "attract men TO judge..." which suggests that there is a goal (judging) behind said attraction and thus making it an active one and not the passive attraction you mentioned.
And there's also the fact that you claimed that you "observed" them judging people. What you actually observed would be more among these lines: At that place, some men approach some women and many of those men then leave again.
This way it includes men that didn't romantically approach them (didn't necessarily get "judged"), other reasons to reject an approach (already in a relationship, generally a bad mood, etc.) and even the location, which has a huge influence on the mentality of the people involved. All those factors may be different in locations other than the ones you observed at, turning your "fact" into assumption on everyone else. (Even then you don't know what people were thinking in scenarios where you actually observed them.)
There is a difference between "having preferences" and "judging people". Having preferences is natural, it's what your mind subconsciously decided that it likes. "Judging", while certainly also existent, is on a more calculative basis than simply rejecting someone because they're not your type (not liking brown hair and stuff).
But in both cases your statement is wrong:
-Judging (calculative)
Most likely more women (in countries where there are equal rights) but certainly not all as you claimed, I know at least myself who doesn't belong in that category.
-Judging (preference-based)
There is no "dominance" of women since every single human does it one way or another, making both men and women equally "dominant" (in percentages).
Women tend to think more; even overthink often. Hence they are more judgmental
