No, they wouldn't. Not unless there were drastic consequences for not approaching men. One of the most significant studies of the matter shows that only 16% of women have ever asked a guy out, and none practice it as a rule. 16% is arguably an overestimation because only 4% of men report being asked out by a woman. A 12% difference in reporting in an entirely pragmatic study suggests the reality is around 10%, and/or there's a major disparity between sexes as to what it means to ask someone out.
@Chaz269 It is majorly due to the fact that men lose respect for women who ask them out. I know they say "Ooh i wish a woman asked me out" but I've seen many cases where men have a female friend that chases after him, but he prefers the girl who ignores him and barely replies to him. It sounds odd, but humans want what they can't have. Women will approach men if they want him that bad, that is a fact.
