Do you think he's anxious as well? Generally people are. It's very natural and unfortunately there isn't really too much you can do about other than taking deep breaths and trying to relax.
I'd just bite the bullet and ask the guy out. I know, I know. This is going to be very difficult for you and you'll feel very nervous about doing it, however the biggest loss is that both of you never take action and nothing ever happens <-- Try and become more scared of this scenario and use that as motivation to conquer the fear of asking him out.
Smack yourself in the face and grow the fuck up. You are strong. You won't be intimidated by love. You can handle it.
I think you'll be sorry later on, if you don't try. There was this guy I liked and I was afraid to approach him, we had awkward conversations and all. A few years later I learned he had liked me back at the time (but now he lives in another country and has a girlfriend). So, take action before it's too late.
