A 190 cm guy that is skinny and has tiny bones looks fragile. 170cm guys can look strong too. There are many factors that makes a guy look built, mainly bone density, muscle mass and body shape. I have seen average height guys that were skinny yet didn't look so fragile because they had a good bone structure and had wide shoulders. A really short guy, like 160 cm won't look intimidating, toned or not, but it is up to him if he looks fragile.

My hands look stringer, but the still look like noodles comoared to other people and I certainly struggle with strength there. It is harder to get a strong when your frame is tiny. It is not unfixable though.
