I would apologise if you want to keep it as a friendship and saying you were just dumb and it didn't mean anything. However if you want to hook up with him Id say dont apologise because he might find it attractive you teased him at least i would find it attractive.
No offense but it doesn't really sound like a good friendship. That being said, you probably should apologize and not lead him on in the future or imply you'll send risque pictures if you really want to remain friends.
Send him the promised pic as well as a few that are even more explicit. he'll forgive you for waiting to send them.
