When it comes to relationship gestures, there is no "should" or "shouldn't" it differs from case to case.
First of all his "lady" is kind broad: she could be a new girlfriend, a fiance, a wife...
I believe it's not something that a man NEEDs to do as a rule, but I would do it if I'm doing it for someone that I know is worth it.

I think that depends. If he cares about how his girlfriend's hair and/or nails look then he should be willing to help her take care of them. The same goes for her in regards to the things she cares about in her man. I for example don't care for nails but care a lot about hair, so I'd be more than willing to support my SO in any way to encourage her to keep her hair long and healthy.
