It sounds to me that you are last on his mind, he can be seeing some other girl and it is just excuse or big BS. In case he likes you he would find time for you and unless he is in factory where he is not allowed to use phones, even when I was doing such a job and where it was dismissible on spot offence I managed to get exception every time.
You need to talk to him about this. If agrees to your demands (which are reasonable) then it's fine. But if not then leave him. Staying in a relationship which isn't making you happy is not worth the effort.

Let me tell you from experience, and no I never dated or is dating. He is BUSY. You say you know Japanese people work, it means they work. You know this, you assume responsibility of knowing. There was times one of my penpals doesn't reach me for almost an entire day until a certain time, which usually be around this time. Let him know how your feeling and that if he doesn't make an effort to talk to you at least 3 days out of the week, your dropping him.
I have an English boy I talk to, time zones aren't as bad in Japan and he's in uni not working yet, but he texts me when I can and when I wake up as to not disturb me. (he also works part-time)
He'll stay up late for me as well, I'm rarely the one having to bend on times bc of my job. However he tries his hardest.
Does your guy have days off? I'm sure Japan has work laws too.

Talk at least 2-3 times a week... forget about text...

Ldr is hard. Take a lot of trust that might get burnt. Have you tried sexting or video chatting? Text let's people put you on the back burner, try another method of communication?

It's currently 6:02 am where I am in N America. It is currently 8:02pm in Tokyo Japan. There's time zones, "genius", and aside from work that'd be why you have to wait hours. So why don't you stop whining & get a real boyfriend.
It would have been best to consider he is this way before getting involved with him.

You should never make anyone wait on purpose, though. Besides, revenge isn't a thing that belongs in any relationship.
You should find an actual boyfriend. Wanting to spend time with someone and being in a LDR are two completely different things. Plus, a LDR is not a relationship at all, it's just bullshit.
