It sounds to me that you are last on his mind, he can be seeing some other girl and it is just excuse or big BS. In case he likes you he would find time for you and unless he is in factory where he is not allowed to use phones, even when I was doing such a job and where it was dismissible on spot offence I managed to get exception every time.

You need to talk to him about this. If agrees to your demands (which are reasonable) then it's fine. But if not then leave him. Staying in a relationship which isn't making you happy is not worth the effort.

Let me tell you from experience, and no I never dated or is dating. He is BUSY. You say you know Japanese people work, it means they work. You know this, you assume responsibility of knowing. There was times one of my penpals doesn't reach me for almost an entire day until a certain time, which usually be around this time. Let him know how your feeling and that if he doesn't make an effort to talk to you at least 3 days out of the week, your dropping him.

I have an English boy I talk to, time zones aren't as bad in Japan and he's in uni not working yet, but he texts me when I can and when I wake up as to not disturb me. (he also works part-time)
He'll stay up late for me as well, I'm rarely the one having to bend on times bc of my job. However he tries his hardest.
