How to know if a shy and introvert guy likes you?

i complimented him and he smiled... i offered him help with something but he refused... he steals glances at me but never approaches me...

If you like him too, you gotta make it really clear, and possibly make all the first moves too.
Even if he's not interested, you could end up making him interested. Us shy guys don't get much action.

i have made many moves but he really winds the conversations up and runs away... but he doesn't lock eyes with me and acts as if i dont even exist.. does he hate me? why then he steals glances at me?

I'm not him and he's not me but I have done those things.
I run away because I don't know what to do or say, and if I like the girl, then I won't allow myself to think that she's actually interested in me and that its all in my head, so I won't let myself get my hopes up. I also avoid eye contact because I wouldn't want to think I'm attracted to her incase I make her feel uncomfortable.

And I really doubt he hates you.

you're not hi but you can really help me to decode these actions :( see he tries to run away and i donot see any nervousness when he wanna run away.. but i am getting my hopes higher and do not want to be hurt.. i can't ask him directly... i offered him help several times so i am sure he knows i like him (thats why i care, obviously, why else would i?) but he still doesn't make any move and really does not lock eyes with me

I can't really give you a definitive answer as to if he likes your or not, or why he won't make eye contact with you.
Maybe he's shy and really fancies you, maybe he doesn't like you and thinks you're the crazy one, maybe he's somewhere on the autism spectrum, I really don't know.

You just need to be bold and go for it. The worst that will happen is he turns you down, and that is his loss!
Try to ask him a few things about himself and get to know him then one day if he would like to go for a drink or come and do something at your place some day. Maybe you could invite him round for something to eat.
