He ghosted me. Why would he suddenly approach me in public?

I had been on 3 dates with this guy I met online. We had a good time, but he didn't contact me after the 3rd date anymore. Clearly he wasn't interested then.

Well after 4 months, I bump into him in public. I saw with a corner of my eye that someone is standing there and just staring at me - I looked quickly, we locked eyes (and I saw that it's him) but I looked away and continued doing what I was doing.

He still had the courage to walk up to me and started chatting how I'm doing etc., talking about his work stuff. It was a quick small talk, but he was SO NERVOUS. I could tell it (I've studied body language) and his legs were basically moving all the time and he looked nervous.

He ghosts me, but he still approaches me in this way, even though I showed him that I noticed him and didn't say anything?
