To be fair, a traffic citation counts as a crime. Thus, anyone who has ever been caught speeding or who did not put enough money in a parking meter has a criminal record.

If they did any crime for money or fraud then no. If they murdered but even that was for right reasons then yes.

No. Generally people with a criminal record have committed sev several crimes before their caught.
What if he was falsely accused?
