Well, I definitely wouldn't call it grooming, but it is right on the cusp of what's generally acceptable in terms of varying maturity and life experience. Using the rule of thumb that the younger person should be no less than half the older person's age, plus seven — which I find to pretty accurately line up with my intuition about what is and isn't creepy — that gives us 19 / 2 7 = 16½. So while that age gap isn't the worst, it's definitely one of which to be cautious.

No. And here's why.
16-17 is age of consent in most parts of the U. S and that includes places in which the person that is 16 can have sex with anyone above 18. (ie no age restriction).
I'd say its grooming if its a 19 year old dating a 13-14 year old.

Personally, no. The law here wouldn't see it as grooming either. Under 16 is, though.

Not grooming. The younger person is above true she if consent in most places. But not all so the older person should check the local laws before they have sex.

Not in the least. It is normal for a 16 year old to date. Grooming involves conditioning someone to behavior that is not normal for their age.
