Not all women do that, at least I don't. I just speak to them, or if I'm close to them, I may hug her. Definitely not a kiss, not even on the cheek: that seems weird to me, friend or not.

Yes it is normal... that's actually one of the ways I greet/say goodbye to my family members or friends , I would give the a kiss on the cheek or just an air kiss. It's a sign of affection.

Nooo... Kissing on the cheeks can be very normal in different countries. And girls, if they are besties it is common to have a kiss on their cheeks. Not necessarily dating.
