We were flirting all night but he's barely messaging me and he just got my phone number. We didn't make out or get sexual and I don't get why he just kissed me. If he doesn't like me it's mean to kiss me.

If they are infants the it'd be acceptable but looking at your age, we can't call it friendly.
In just-friendship kisses are acceptable anywhere but not on lips, neck and the private parts.

Friends don't kiss each other on the lips. The only people I've seen do that were two girl best friends who shared a tub with each other as infants.

That is not okay. I let a lot of things pass but any signs of physical affection are no-nos.

Well you can kiss your friend on the lips if the both of you are like in love or starting to date, but when your not you shouldn't because it might ruin your friend ship and make things awkward around eachother
