Might be waiting for you to (why don't you ask?). He's not sure if you're comfortable yet and doesn't want to risk asking and is just thinking you will suggest it when you're ready?

I know myself I've had women just stop talking to me completely as soon as I've mentioned meeting, so he might be afraid to. So you should in my opinion.
