What does this mean and what do I do?

I met a guy at a party that my friend invited me to. I was super drunk and high (I work at a stressful engineering place and wanted to relax/have fun) This guy asked my friend to introduce me to him. Which she did. He followed me around everywhere like a little lost puppy. Because I was high, my anxiety got so bad I had to run and hide in the bathroom to calm down. My friend found me and calmed me down. Another girl came in and say the guy who was interested in me is asking everyone at the party if they have seen me. He eventually found me and he hugged me since he knew I wasn't in the right headspace. I kissed him and we fucked. After we fucked, he begged me to stay the night but I couldn't. Before I left, he wanted my number. I gave him my number. Days past and I text him but he ignored my messages. Eventuality I told him "look I'm not gonna keep texting you. I'm not gonna pursue something that's not gonna happen." So I deleted his number and blocked him. Now I matched with me on Tinder and he said he was so sorry for ignoring me and wants to start over. I've been fucked over before and I don't know what his intentions are. Guys, what do you think? (Also he's in the army)
