I think it's the 'love' of great care and affection, as opposed to a romantic/sexual love. Could they fall romantically eventually? Maybe, it's always maybe... never 100% yes or no for anything...

Is that worth holding onto? No. Why wait when you can seek someone who would fall for you on the spot?

Sure, if that's what you're really looking for. But you might have to make some major changes from the sisterly atmosphere depending on age difference and current relationship... sisterly to lover. Does he know what you want... maybe it's time to be more alluring and let him know how you feel.
