In that situation I personally would move on. I'd accept one cancelled date (assuming there seemed to be a good reason) and be willing to try again. After two I'd have serious doubts, but might consider trying a third time if I found the person very appealing, was really convinced that the reasons for the cancellations were beyond the other person's control, and they apologized profusely and seemed genuinely sorry about it.
After the third time though, I'd be done no matter what because I would be sure that the person was very poor at planning/scheduling, had a chaotic life, and/or really wasn't making me a priority and any of those would make me want to look for someone else.

What to do is bail on him. If he calls and wants a date, tell him no, you don't make plans to be stood up.
