Depends on the dynamic. If he's single then 9/10 times he would welcome the idea if you just talked about it.
If he's constantly in and out of relationships and isn't too thirsty for one it might be harder.
I'd say the classical way is go out with him get drunk, blame it on the alcohol and go for a kiss if he responds keep going and when you sober up tell him you enjoyed it and wonder if you can continue. If he liked it too he'll be hooked else he was never gonna say yes to begin with
You might try working how you feel into your normal conversation. Not making a big deal of it.

Well let's be honest most guys are friends with girls in hopes they will one day date them or sleep with them. You do have gay guys and guys that consider you like sister but they are fewer and far between.
Hmm, I would try having sex with your friend and making it light and playful and then start to slowly talk about feelings. That way you already have that strong sex feeling without scaring them away.
