I went on the first date with this guy super sweet guy. He did a lot of touching in public like rubbing my arms rubbing my hands holding my hands kissing my hands. He kept on asking if I was going to talk to him again after the date. He called the next day and said that he likes me as a person and wanted build more attraction together so that we can start a relationship. I was confused by that? Do you think he’s moving to fast?

Yes, that is too fast. There is some underlying desperation/eagerness to be in A relationship and you just happen to be the person who is convenient. These are warning signs!

If you think it's fast, then you should tell him that you want to slow down.

I personally don't think it sounds like anything except that he is letting his intentions known. He wants to pursue a relationship from your interactions not just something casual.
If you dont like that idea let him know.
