Is this guy intimidated or uninterested?

So I met this guy from a dating app about 2 years ago but it never went anywhere and we've talked on & off (I wasn't really interested in him at first) and it wasn't until September 2021 that we started talking again and this time more consistently.

Since we've talked on & off and make it obvious that we found each other attractive, I suggested we finally go on a date or hangout. He agreed as he really wanted that to happen too.

We were supposed to go on a date in October but he cancelled because he got sick (completely understandable) and said he was bummed and would like to make it up to me.

We rescheduled the following weekend but he cancelled because he said he's still feeling sick.. I was bummed but whatever and asked when and he said he didn't want to give me a set date because he didn't want to disappoint either of us. Here we are in January 2022 and every time I mention hanging out, he says "soon" and I naturally grew frustrated by this and told him that if he has no intention of hanging out or taking me out on a date then say it and don't lead me on but he says that it's not the case..

Also side note: He continues to talk to me, reach out, and send selfies throughout the day even after I've told him if he has no intentions of this moving forward then stop but he has not nor has he unfollowed me even though I gave him his way out.

He's just playing games, not interested or already has a girlfriend/wife. It could be something else. Still there's not much in the way of excuses that would keep putting things off if he was interested and available.

He apparently had a traumatizing dating experience with a girl he also met on a dating app while ago and before I came in the picture. Could this be a factor?

Could be. But it's not your job to fix it. He needs to shit or get off the pot. It's unfair of him to use a dating app if he's not ready to date.
