Slept on the same bed and no sex on 2nd date. Is he being gentleman?

So i met this guy on a dating app. The first date was great! Then next date, we went for dinner and drink. Then we went to his place since the restaurant we were at closed early. We watched a movie and cuddled. Because we were a bit buzzed, we decided to spend a night at his place. I borrowed his Tshirt, so basically I wore only underwear and his Tshirt. I thought sex would happen, but turned out he just kissed me a lot and kept cuddling. Next morning, he still only kissed me and cuddled. When he dropped me off at my place, he kissed me more.
He texts me everyday even I forget to text back sometimes.
I just have never experienced this situation. On the same bed with minimum clothes, and no sex.
Does this mean he thinks me seriously or being a gentleman?
i just want to make sure this is something positive.
Not like in a negative way such as him not sexually attracted to me.

Thank you everyone for answering and giving your opinions. Just went on a 3rd date at his home. This time, the atmosphere of his room was different. He even put candles. And yes, we had sex this time. Both night and next morning. Turned out he is really a gentleman and probably waited for the right moment. Every steps, he made sure if I was comfortable. by the way he doesn't have any issues with sex or anything (since some of you thought so lol). I think he is a keeper, so will see!

No this means he has sex issues, or might not be functional. I dated other women who said they had ex boyfriends like this. I could not believe it, because I would be all over it if she was. At first they just though he was being a gentlemen, but as the relationship developed he never really performed to their expectations. Sounds weird to me... no way am I cuddling in underwear with a girl, kissing and sleeping with her in the same bed and not making a move for sex. In one case the guy was serious alcoholic and be he was hiding it well... this made him unable to perform most the time. In another he was on anxiety meds and she didn't know it effected him until away latter and then other issues started developing with the relationship. I other cases the sex was there in the beginning and then fell off shapely as they got more involved... but never once did I hear a story about how he held out on sex then later turned out to be a rock star.

Dude has some insecurity issues... but at this point if I was you and seriously interest next time you are kissing I would garb his junk and check if its hard and then tell him you want it. If he does not bone up in less than 5 mins and have you naked then he's not the one.

He was being chivalrous. He didn't want to take advantage of a "captive audience."

It's the principle of the matter. Because if he had tried to have sex with you, then you might think that that was an expectation in the future every time you stayed over at his house. And he didn't want you to feel backed into a corner. Because then you might decide to drive home drunk and wreck and die. Better to defer one chance at sex than have a dead girlfriend and never get any at all.

(... Well, I guess I could have left off that last sentence lol. Maybe that was overkill.)

Speaking from experience, sometimes guys in their 20s can be kinda clueless. I'd think that's the most likely explanation. He's trying to be a gentleman and not seeing your actions as welcoming further touch. Not saying there aren't other explanations though.

after seeing you in a T-shirt and underwear (huge turn on) , I would have opened the sex door.

This is an example that you women often do... ovethink things.

It's your second date and he'd probably like a third and more dates with you. So yes, being a gentleman is a reasonable thing to do.

If you wanted sex, you could have initiated it yourself. Why blame him? You know, he might be thinking the same thing about you... sexy woman with few clothes on in my bed, why isn't she doing anything?

I made that mistake many times. Once because I honestly didn't want to push things any faster, and the others because I wasn't reading the signals and was too nervous to try anything. He's probably in one of those two camps.

Had you removed the underwear while cuddling and handed them to him, I'm guessing he would get the hint, and if that didn't work, maybe you would have literally needed to rub his nose in it. Inexperienced males are funny.

If he still wants to go out again, then he is still interested. Men like that are rare enough.
