What does it mean when a guy says you deserve better than your ex?

Might just be pointing out a fact, but usually a comment like that would indicate there's at least some interest there. Probably worth finding out and if you want to, pursue it, if not, make sure it's clear so he can decide what to do from there.

It means exactly as you stated, you deserve better than your ex. Whether it comes from a guy or a gal, It means you're worth it and you're more valuable than maybe a what you allow yourself to be. And I agree with @Wise4myage
