It is a little weird on the side of a 28 yr old man. if a man that age dates an 18 yr old girl , it’s usually a sign he’s not the best quality guy. In Maturity perspective , a 28 yr old is very different from an 18 yr old. Typically it would be very difficult for someone that age to relate in any way shape or form to an 18 yr old who doesn’t have any real life experience a with little to no understanding of the real world.

It would be a different story if she were 21 and he were 28.
