This definitely changes for girls more than guys.

i would say it’s close to impossible for a teen to find a guy who is mature,

from 20 to 25, a few will start maturing

25 - 30 much more

30 -35 will be the rest pretty much

35 plus, never going to mature.

At my age I would just find it weird if they haven't matured yet. So I wouldn't think anything particular. It's if they have managed to remain inmature, I must not only question them but everyone around them that allowed it to happen.

Giving people consequences for their actions aren't hard. It usually involves not doing anything while still make sure it doesn't ripple to yourself.
