If he cares that little about you (ie not at all), he's just going to leave. He's not going to invest the time into games like that. If he did, then it means he cares somewhat, at least about your feelings if nothing else (which means he likes you enough for that).

In some cases, absolutely. Some women will go psycho if a guy dumps them. So the guy will either be unkind to her or not give her attention, so that she gets the idea to dump him. It's an effective tactic in some cases.
