He may have social anxiety and prefer talking over text. I would keep trying to see him in person and see if he gets more comfortable. If he doesn't, then it is likely better for you to meet someone else.

9/10 was nervous, this is how it was for me and my boyfriends first date at least on my end. We’ve been together for a year almost 2 & it’s common for someone to be less talkative in person bc they were really nervous. Hopefully for the 2nd date it gets better
