Is it normal for an guy to ask you out but then make it your ideal then always it was your ideal?

I been talking to this guy for about three-four weekish. We both decided not to fully public we relationship since we have not set up properly date yet but when he talk about me he always said it was my idea and I asked him but he keep telling me I had to make the first move or he will move on.

now he constantly asking me if I said stuff he do attracted and honestly I don’t want him to asking all the time because I like him for him nothing else.
