Why don't you ask him out then? It sounds like you want to and fear rejection yet won't take the initiative (this is a very attractive trait many men admire in women because we know how hard it is to pluck up the courage to do this because it's always been expected of men's to do this).

It seems like he's producing an emotional response in you that you're unwilling to fall for. Tell him this. Say "That's what you think but I'm not interested sorry but you're barking up the wrong tree". This way he will be stopped in his reverse psychology of trying to seduce you into getting frustrated (an emotional response) and become fixated on his attention so ask him out just to "prove" something.
