We have met about 3 times before, he says he really likes me and wants to see if we can start a relationship I however have my doubts, I have noticed he is online quite often on the dating app we met on (it is quite public, you can browse members even without signing up) This kinda concerns me and I feel upset/jealous. Am i overacting? Is this normal as we are not 'exclusive' yet?

I understand your concerns but I think that´s normal because you´re not exclusive yet. Guys and girls behave differently on dating apps because they have other "options" like he is still in contact with other women because it´s not sure that it´s working out between the two of you.
Women on the other decide for a partner by choosing who they answer.
So start being concerned if he´s still active being in a relationship with you.

if you decide to have a commited relationship then it is time to shut it down, or go on hold.
That is what I did, and it was fine.
No sense in cutting off ties until it is official in case the other party has second thoughts, not that it ever happend to me more than a few times.
