Yes that clearly indicates the intention to cheat. Just kissing itself does not mean cheating but it is an indication that she may cheat in future.

It is an indication of not being loyal and having a wandering eyes. Either way you should stop dating such a woman who does this. Does not matter if she was drunk or not, that is not a reason she can use to defend her actions.

You should take this seriously, you should teach her a lesson by ceasing all contact with her. Teach her a lesson but in the right way.
