This girl and I became very close in class. We would hang out, talk on the phone for hours, stare at each other, clearly flirt, etc. We were inseparable in class.

On the last day, she would barely look at me. Wouldn’t talk to me. Wouldn’t stare at me. How could someone flirt with me, be genuinely close to me, and then not even speak to me our last class?

I never made a move, and I feel like a coward. Is this why? Was she afraid of her feelings? Was she upset that I never made a move? What did I do wrong?

Unfortunately, yes. Whether she was waiting for you to make a move or not, it doesn't matter. You missed the oppurtunity to find out. Maybe if you have her number you could text her and just see what her responses are like, and then move from there.
