Give her time. She's probably gone through life with a vision of her brother marrying a Chinese woman. This is a bit of a surprise for her. When she sees that you make him happy she'll start to turn. It's also time for him to step up and help his sister to accept you.
I'm sure you want a happy family. That includes his sister and extended family. You will share a lifetime of holidays, happy and sad events. You all need each other. Ignoring her or making it her problem doesn't get things off to a good start.
You alone probably can't change his sister. But, he can. Talk to him about ways to show her that you will be a good addition to the family. (That sounds corny, I think you understand the point.) The most important thing is DO NOT give her more reasons to reject you. Ignoring her, treating her like a racist, blaming her, making it her problem, etc will NOT help.
It's about you and him. He clearly has feelings for you. Nothing to do with anyone else regardless of who they are. You don't need approval off anyone else. One of my pet hates is family thinking they have some say in your personal life. As long as he stands true and alongside you in the relationship, that's all that matters.
It's not about her it's about your boyfriend loving you. If his love is strong enough for you then that'll be enough. I wish you both the best

You will never please a racist until they first fix themselves. I suggest living a happy life and leave her out of it until she gets over herself.
Unfortunately, you marry into a family.
Figure out if he's willing to lose her or compromise you if your relationship goes further.
ALSO - be prepared to find there is more than one person in his family that thinks that way.

Sadly a lot of families have racist members. As long as your boyfriend is not influenced by her, ignore it. It is her problem.
Just don't interact with her. She's just a tiresome racist.
Fuck her, her loss. Hopefully she will mature one day, realizing how much she’s lost out on.
