Why won't my coworker leave me alone even when I ignore them?

There's someone I don't really get along with at work. I make it clear I don't wanna talk: keep my earbuds in, avoid eye contact , sometimes don't even lift my head when they talk to me, don't say hi to them etc.. Anyways she still will comment on things or keep talking even after I made it super clear I don't wanna talk even if I don't say anything back.

Why would someone do this.. what should i do
