If my crush won't confess even if he likes a girl because he's scared of rejection, then should I just confess instead?

I don't know if my crush likes me back. In fact, I'm pretty afraid he doesn't. So I've been waiting for him to give hints so that I would know what to do.

But he told my mutual friend that he won't confess even if he liked a girl because he was someone that was afraid of rejection after getting rejected a few times.

It's been two years of me crushing in him and I've been waiting to see the hints to let me know whether he would consider me. But his actions are so hot and cold that I'm confused. I'm pretty fed up and thinking of confessing. But should I confess and risk our friendship? Or should I continue to wait it out?
