As a dude I'm going to tell you right now this type of message RARELY works. The girls will say it's romantic just like they think romcoms are romantic.
Reality is not the same. When a woman is on the receiving end of this "romance" 9/10 they are creeped out. Just tell her you're not interested in being friends and you'd rather date and then pick a specific time and activity to go on a date about. Girls like the fantasy of a guy confessing his feelings. Girls are creeped out by the reality of a guy confessing his feelings.
I'm genuinely trying to be a good wingman to you right now. The world can suck at times so I'm not going to give you false hope. I'm trying to give you some realistic advice on how reality works versus what girls watch as a third party observer. Women feel vastly different when they're the ones on the receiving end of these notions than they are when they are watching it as a bystander.

If you don`t do it you may really really regret it sometimes when you remeber that person, just not knowing the answer is enough to dread yourself. You can`t loose too much if you tell her so i say go for it. Also confess is a very nice word, probably why i never use it. Even tough she rejected me she said she tought it was really sweet when i confessed my feelings for her. It sounded so nice. I don`t deserve those words.
