It means exactly that. Guys -- particularly teenage boys -- are petrified of being rejected. Meaning, you saying no. We don't like feeling like an idiot and even if that's not the girl's intent, that's a lot of times how a guy takes it.
So, one of a couple has to make the first move. In this case, maybe you make it because it sounds like he won't. BUT... good news, his statement of "if she reject me" means he was thinking about it to begin with.
It’s more than a fear of rejection anymore. Men are literally going to prison to be raped and killed because they dared ask out the wrong woman. If you want to go out with him, either ask him out or make perfectly clear to him that there are NO potential negative consequences to asking you out.

Well if you KNOW he wants you what's the problem? Clearly if you want him you're NOT making it known to him. This is a pretty common mistake for women. Many times they're so subtle that they're the ONLY ones who ever knew they even made any kind of a move.🤣🤣🤣
