Have you tried making the first move? It could be that he finds you attractive like you said, but he doesn't want to push the boundaries of whatever your current relationship is. If you work together, it would be entirely inappropriate for him to make advances at you, and if your friends he may not want to jeopardize the friendship.

That being said, if you hit him up first and he is still distant or lazy at pushing forward as a prospective partner, move on and find another man
