I matched with a man on an app, he scheduled a call with me 2x. I waited for him and he flaked 2 times saying sorry. Should I give him a chance?

I want to get to know him, but I dont think it would send a good impression of me when I allow him to get away with flaking on our call 2 times. I mean I waited each time and I had plans in between my day. I just dont think it's fair. Should I tell him I dont appreciate being treated like that or give him another chance? I feel like if he is like this now, who is to say he won't keep flaking on me for dates? Please help
