Most visible scars are not an issue to guys. Of course it can differ but we're really going to be less judging than you expect. Furthermore some scars will even make you more attractive. So don't let it bother you. Odds are we will pick up on your feelings and mimic them rather than ourselves disliking it.
As for he POC? Who cares. Wouldn't make me think twice and there's plenty of proof guys don't actually dislike women of colour. Least of all when it comes to attraction.
As for actually answering: Be active. Take initiative. Realize that most people are probably open to dating you - but will not take the first step. Which could be because they're shy, think you don't like them, maybe assume you're too different or many other things. As soon as you say hello and talk all those things disappear. And a lot of people will turn out to like you. It is the not at all hidden yet somehow still secret rule of dating.

If so, it would help that you make it known that you're interested in white guys, avoid any ghetto talk, and just be feminine (submissive, giggly, smiley) around the guys when you're around them.
