Giving the HR head flowers at work is probably not a good idea, especially, if there is a protocol disallowing personal and work engagement on the worksite. Think about it, do you want to work at a job that is producing income or Risk that by giving her flowers at work...

If for no other reason, the whole building will fins out and people will say, "he gets special treatment."... whether it is true or not !!! Best thing you can do is meet her at the car, which should be outside of Business building camera sight, and give her flowers there. Good luck with it all.
