I'd say it's fine. I mean... if flowers make her happy and smile, then I'd say it's a good idea. If a girl is depressed and going through hardships, I'd say putting a smile on her face may brighten her day. But she may also need some space, like a few days (maybe). Putting a smile on her face, by handing her flowers, is showing her that you care. Because then she knows (if she notices) that someone cares for her and wants her to get through this and feel better.
I think it's fantastic. If my friend did this for me, I'd be really happy to receive such a gesture.
