For me personally when a guy says this it usually means he likes you and is interested in talking to you, getting to know you better.
Men don't really mince their words. What they say is usually what they mean. Keep talking to him and see where it goes. It's obvious he is attracted to you and sees potential so good luck!
It could be both. Depends on the relationship the two people have. If you just met then the "i like you" probably means they're into you. But if you are familiar with each other 99% of the time there are some feelings behind that "i like you".
Thanks for saying this. I’m confused on it all. We have hung out a few times and have been talking every day for 3 weeks so I wasn’t sure if it was too soon for feelings or if the I like you was just more of a im into you comment.

It means they don’t know you well enough to say love or friend. There attraction.
It means they are interested in you and they like you as a person and want to give it a try before confirming if they love you. Liking is that stage when you are blushy and feel your heart beat rise up and stuff but love is the stage when you feel safe, secure and comfortable around your partner.
No, liking is not a definite indication of that proceeding towards actually developing interest in that person. It can happen though but not a given.
Liking simply means they like the person, they like their company and like talking to them etc. This can be without the feelings involved.
in my opinion this phrase usually means that they have a crush on you, or want to date you and find you attractive. It's a safe statement. it most likely means "you're ok to hang out with or be around with" without promising anything. But it also depends on the context and the relationship these two people have
Isn't "like" a feeling too? I think you are trying to stretch it into what you want to hear. Give it time and let it progress naturally. You will know by their actions, not their words.
