This does constitute harassment especially if it's at your workplace. If it's in your neighborhood or school you also have some recourse. Report it to someone in authority and keep a RECORD of the times he continually talks to you and remind him you have asked him to stop. You might finally need to get a restraining order against him. Some men are dumb. Don't tell him ANYTHING about what you're going to do. This person might be dangerous. Do everything behind the scenes. With courts and police involve 98 % if such idiots will stop. Good luck.

Depends on the law. In the UK not necessarily, to be fair harassment is something that someone feels. Very difficult to get a prosecution for this offence here in the UK. And that is because it is unfair to put restrictions on the guy just because the woman has a problem. And it is the woman that has the problem.
This law should only be used if threats are made or other crime is present.

It can be a form of harassment depending on what he is saying and how is approaching it. If he is trying to make small talk and not, technically it’s not harassment. You can just block him or mute him, or not respond. But if he starts speaking aggressively and all of that then yes that’s harassment
If she’s told him to leave her alone and he refuses then it’s harassment. He should respect her wishes and just go away.
