This male colleague is married always flirts and teases with a female colleague who is also with someone. They always tease with each other and he touches her hair and caresses her hair

Flirting, making suggestive comments, touching her without consent- that is indeed harassment, but the fact that she teasing him back doesn't sound like she's bothered by his behaviour. She doesn't seem disturbed/uncomfortable by his touch and comments, does she?

In such cases, it's not considered as harassment. It's just inappropriate behaviour at workplace.
