Well, way too young for me but if I was a similar age, I'd expect that he's either looking for a job or going to school. 23's not too crazy old for living with parents still I guess but you'd like to think he's making progress and has a plan to move out soonish. If he's not doing any of these things, then I'd say no since he's just a 23 year teenage boy still.
